Especially since I can workaround through queue babysitting (see above). Because my internet connection works perfectly for everything else I do, including high-bandwith activities (gaming, netflix, other downloading) I would guess that it is not the problem.

Steam doesnt download constantly, it also writes/installs the downloaded data packets to your HD and it doesnt download more data during that time. I've changed download regions and that's about it. When I restart steam, the downloads speeds up and after a few seconds it drops to 0. This is a problem I've been having for some time and have tried many solutions (see above). Steam Downloads keeps dropping to 0 bytes I've tried this with two different internet connection, wired and wireless and still no luck. After a specific threshold it resumes the downloads. On slower drives it stops the download so the uncompressing can keep up. Adding "-tcp" flag to Steam launch options My guess is that on faster drives it can uncompress the files while also downloading.
